I'll add that Charmcraft is still using the old terminal directive from canonical-sphinx-extensions. The issue you're describing was a regression that got introduced at some point. I fixed it here, but it never made it into a release.

This is all just for context, though. The procedure you described here is perfectly valid for when we incorporate the latest Starter Pack version.
