Script for regular update of database

The database should have a scheduled update.

In order to do this, first check which cases have been updated through the following atom feed:

http://data.rechtspraak.nl/uitspraken/zoeken?modified=[[date]]

Then retrieve the specific XML files from rechtspraak.nl.
