Lint check warning against usages of `measuredWidth` and `measuredHeight`

As mentioned here and in other conversations ( @aerb might have more context), use of measuredWidth and measuredHeight within ContourLayouts is discouraged. Let's create a lint check to save users from this footgun.

To add more: Contour offers preferredWidth() and preferredHeight() that uses cached values across layout passes so they're cheap to call multiple times.
