Template: add user <netID> (Name)

NYU User:

• ensure user is in database (with login = NYU-NetID)
• ensure user is in the gencore app puppet configuration (ask John)
  • use command groups <netID> on WSO1 to verify
• ensure user can access data on Bowery (ask the user to create an account on http://hpc.nyu.edu and ask hpc@nyu.edu to add the user to the cgsb group)
• send email to the user

Non-NYU User

• ensure user is in database (with no login)
• create a password (on the user's page)
• send email to the user
