Commands in Topics groups don't work at all #55

Bug description
Using commands in a group with topics doesn't work anymore, even when trying the legacy group chat (the main chat before enabling the topic group) or the new main topic.
Expected behavior
The bot responds to commands such as /start@transcriber_bot, /disable_photos@transcriber_bot, etc...
Other useful info
- The bot is an admin with all admin permissions
- it is not anonymous
- the bot has all it's features enabled after the lastest update including ones that was disabled before
- Commands work in Private messages, Groupchats.
