Propagate of KeyVal

Currently send message are designed for reply mostly. There is some message for store with propagate, yet it is a less tested use case. I think it is not totally implemented.
TODO
recheck and implement missing points.
This should be implemented on query result.
Plus need some rules to propagate content, on received ok result.
