Describe The Solution. Why is it needed?

Although we have Pester tests, some of them do not exercise the Chocolatey CLI side of things, they just mock the CLI call and return their own objects. This is fine for those tests, but it would be good if we had a way to test the fully installed version of Chocolatey CLI.
