Update django to 1.4 in the requirement and update settings.py file

can't upgrade django to 1.4 because getting and error stating "cannot import name feed" in directory "User/**********/virtualenvs/foundation/lib/python2.7/site-packages/notification/views.py in , line 7"

Try upgrading to anew version of django-notification we may need to use the github version
