create a separate CIOOS repository to host reference stations/geographic_areas

Some data conversion of the ODF format and IOS format match data with standard regions and stations. It would be good to have those reference regions and stations be maintained within their own repository.

• Create repo
• Add geographical_regions
• Add stations
• Drop dependency to the file present within this repo.

Reference files are for now present at ocean_data_parser/parsers/dfo/odf_source/references
