Set up groups for `cisagov` repositories

💡 Summary

It would be nice if we updated this script to automatically add appropriate groups to repositories created in the cisagov organization.

Motivation and context

We need certain groups given appropriate permissions for some of our repository maintenance tasks like cisagov/action-lineage to function properly. It would be nice if this access was set up during the repository creation step when using this plugin.

Implementation notes

This should either be a flag or if the DEST_ORG is cisagov it should happen automatically.

Acceptance criteria

• A mechanism exists to automatically set up GitHub group access for new repositories in the cisagov organization.
