HSTS max-age discrepancy

SSLLabs reports some sites as having an HSTS max-age value while pshtt does not.

To Reproduce

Compare SSLLabs and pshtt output for www.iad.gov, www.cnss.gov, or www.ioss.gov.

Expected behavior

SSLLabs and pshtt results should agree on the HSTS max-age value returned.

Thanks. I will get back to that PR early next week. I need to do a regression test. I'm sorry this is taking so long. I'm swamped these days. 😞
