Add command to open SOP for a given alert

Usually I don't need the SOPs, but sometimes I still have to reference them. I then have to open the incident in PagerDuty's web UI to get the link to the SOP. Would be nice to have a command that launches the SOP in my browser.

Thanks @iamkirkbater! I'm planning to implement this (haven't forgotten about it), but I need to figure out how we want to handle the case with multiple alerts in an incident, especially since our team has started to group alerts by cluster automatically, and sometimes we group alerts by incident (floods of alerts, etc).

The runbook/sop link is also in the alert details in SREPD. Open the incident view and scroll down to the alert you're interested in.
