Identify if a content editor should have the ability to add a related side navigation item to a custom collection page.

• Initial thoughts. If you have a custom collection like "Human Resources", a content editor would want to create a side navigation for their "Human Resources" custom collection pages so users could navigate to the relative pages when looking at a "Human Resources" custom collection type.
