Fix Debian/Ubuntu packages upload to PackageCloud

Describe the bug
While trying to implement the latest changes for Debian 13 support I have noticed the last 3 releases were not uploaded to PackageCloud. Last available is 3.0.0-1.
It would seem this is broken since

Expected behavior
Fix the CI so the packages are available on PackageCloud.

Hi @HackedMonkey, thanks for the report! It's fixed now, and v3.1.1 is available on packagecloud.

@viktorerlingsson it seems like the Bullseye package has impossible dependencies:

Was this package actually built against a Bullseye system? Where was the libc6 dependency installed from?
