Add cncf/glossary

Can we add the cncf/glossary repo in a way that issues can show up in CLOtributor, but so that it would not show up here in CLOmonitor as a CNCF project?

It's possible to add repositories that only show up in CLOTributor and not CLOMonitor, but they'd still be organized by project. All repositories must be linked to a project within the foundation. But we could set up a project for this purpose, even if it isn't a traditional CNCF project. Maybe something generic like CNCF (like we did with some TAGs), that can be reused for more repositories eventually.
