Check if a point is within a provided polygon or buffered polygon (buffer is just an extra tolerance parameter outside polygon borders).

Notes
This is probably for checking if, for example, an observation is made within the survey area like Dyfi Woodlands.

As a side note, I suspect this will eventually be used by on the phone or as a PCAPI filter using GeoJSON as input formats for both the observations and the polygon boundary.

Implementing this now with Geotools/Java is useful to help Julian with WPS refactoring/testing and documentation before use-cases are formed.
