Scala v2.13.17+ is no longer available on `downloads.lightbend.com`

They are almost all on github since [v2.10.5](https://github.com/scala/scala/releases/tag/v2.10.5) and [v2.11.0-RC1](https://github.com/scala/scala/tree/v2.11.0-RC1).

so we should download them from github.
