CD-M01: Governance & Organizational Foundations

Objective

Establish the foundational governance, taxonomy, and structural standards for the Continuous-Delphi organization.

This milestone formalizes how the organization operates, how repositories are categorized, and how cross-repository work is coordinated.

Scope

CD-M01 focuses on organization-level structure, not implementation tooling.

Included:

• Finalization of repository taxonomy and prefix conventions
• Definition of repository maturity levels (stable, incubator, deprecated)
• Standardization of issue and label conventions across repositories
• Contribution model and governance documentation
• Project roadmap structure and milestone policy

Non-Goals / Out-of-Scope

• CI implementation details
• Toolchain enhancements
• Specification expansion

Success Criteria

This milestone is complete when:

• Repository taxonomy documentation is finalized
• Prefix and naming conventions are frozen
• Experimental (cd-x-*) policy documented
• Label taxonomy defined and applied
• Contributor model documented
• Ecosystem roadmap structure confirmed
