Add `oskel init` to generate template in current directory.

I would love to have an oskel init option to get a library/executable template in the current directory. A use case could be cloning a git directory and wanting to have a template in place or wanting to dunify an ocaml file that someone is running with ocamlc? (I am that someone 🙃 )
