Autofees & Inbound Discount Fix

Hi, I set my inbound discount manually, but generally use auto fees for my channels. Occasionally the autofee for outbound will be set below the manual inbound discount for the channel I have. I think this is not intended and the autofee should always be equal or greater to the inbound discount.

This one is tough because LNDg is not necessarily aware that the inbound fee is set manually and auto inbound fees depend on outbound fees but auto outbound fees do not. In the case where you also enabled auto inbound fees, this would not occur as it is capped at your outbound fee multiplied by your max cost %.
