mod merging

Something like

merge 2 0

could be made to stage the files from the chosen mods and create a new mod with those files, then delete the originals.

blocked by lack of fs level case folding due to source files not having casing normalized.

If we go forward with this, it will have several limitations:

• Doesn't work on fomods because there is ultimately only one ModuleConfig.xml. We could just copy the ammo_fomod folder, but then deleting the conflict winner post-merge shouldn't be automatic.
• Mods being merged should be visible.
• If mods being merged don't have the same install directory, we will have to compensate (or just not allow this).
• Requires an absence of pending changes.
