Define and Standardize the Interface Between DALIA and R-INLA for Spatio-Temporal and Spatial Models

A couple of preprocessing and post processing functions where present in DALIA but not used. These functions should be revisited in order to standardize the preprocessing of inputs for DALIA making the link between the R-INLA input file and the one necessary to DALIA.

A workflow that uses these pre-post processing functions need to be provided.

I don't understand why we cant keep a folder with util-scripts. there is a high chance that we remember that they are in this gist and we will need them again in the future. i thought keeping them in a separate folder in the examples was a nice way to keep them close without being too messy.
