- Entity1 does discovery based on the minimum viable data (protocol, identifying properties) <-- In DAWN scope
- Entity1 talks to entity2 (found in step1), exchanging additional data, checking capability, negotiating stuff, etc. <-- DAWN needs to be aware of this but likely OOS, although DAWN bootstraps this
- Entities then do their thing, which can include going back to step 1 either for addition things as part of a larger process or because there is a need to start again
