'Force Check' should still work regardless of other settings #154
Description
If the user clicks the 'Force Notary Check' option I think we should definitely always send a query, regardless of what other settings or conditions are true. If the user is taking an action to click this they probably really want a query to be sent.
Currently if the user does not allow queries in private browsing mode but the browser is in private browsing mode, clicking on 'Force Notary Check' does not do anything. That seems like an unresponsive UI.
