Invalid boundary geometries?

In fact some cell id boundaries (loaded from the TSV files) seem to cross themselves.

It does not seem to be a problem caused by rcell2's TSV import functions (they just read cell-id's TSV files without reordering).

The "patch" in rcell2 is to use rgeos to check validity and rgeos::gBuffer to fix this problem.
