Allow categories to have tags

The idea is to allow time to be sub-totaled by the tag or group.

Tags is maybe the wrong idea because you can typically tag something with multiple tags but that would create duplicates in the subtotals.

I think a group would be better as a category could only be part of one group. Output could subtotal by group and then have a grant total.
