Feature: Add a simpler option to add a local runner

Would it be possible to add an option to directly add a docker runner to the machine the main dashboard is running on?

At the moment runners can only be registered through a Docker stack deployed alongside the dashboard stack.

Adding an option to directly register a runner on the dashboard host could be interesting. Could you provide a bit more detail about your setup and the problem you're trying to solve?
