Allow assignment of non-applicants

For barebones crews, and while Stave is gaining traction, I want to be able to staff officials who haven't applied within Stave.

I don't know what that would look like exactly, but I'm picturing the Crew Builder letting the manager free-type a name (and associated email address?) for an assignment.

Background: I'm looking to pitch adoption of Stave to my league & overcome their objection that the signup & application process would be an added burden upon applicants, and that officials failing to submit applications would prevent managers from building a crew. I want them to be able to publish a crew that includes officials who had offered their services outside of Stave.

Hi! Both of the items you mentioned are on the Stave roadmap.

This is also on the roadmap but will likely take a bit longer. Stave has a strong "opt-in" model, and I want to make sure we do this in a way that still gives users control over their information.
