Compile Help for Windows

I'm offering to compile for windows as its quite a bit behind the current release, but asking for the steps to create the compile via cygwin.

I've tried following the steps via cygwin guides to compile linux to windows but with no success. I'm using Windows 11 and also tried using WSL2 to compile via Linux but no success again.
