This has been preventing us from upgrading from stylelint from v15 to v17. Since it's been two years and still no fix, I think it's time to remove the dependency on this package. |

Stylelint 16 removed isStandardSyntaxRule.
This PR clones the utility in preparation for stylelint 16 support while staying compatible with stylelint 15 and below.
