Fix Uganda map data for District Public Resources

According to Moses, the following indicators have incorrect data for 2019 & 2020

• Agriculture allocation as a % of total expenditure

• Education allocation as a % of total expenditure

• Locally raised revenues

• Donor funds

Supposedly, the values are too low to make sense. @wakibi

@wakibi please can you update this issue to say what data you have recieved and if it is in process?

I have just been proof-reading the data that's in the DB (for these indicators) and what Moses shared in April. I uploaded it as he shared it, only made changes to the Districts and replaced them with District IDs. I shall however multiply the figures by 100 to make them a percentage, I believe it was an oversight at his end. I have tasked him to cross-check once he gets back to the office.
