Bug, GetLinks, No FIle

Description of Issue:
application crashes if the Math.csv file can not be opened.

Reproduction steps:

1. Remove Math.csv or deny the user access to Math.csv
2. Select any number of tags.
3. Press "Submit content"

Expected Behavior:
Application returns a list of links.
