Create a better labeling system for annotations that allows reordering/additions #279

Right now, annotations are labeled manually and display in the order in which they are created. If we wanted to add a new annotation on an earlier element of the transcription, we would need to erase and re-input all following annotations. Is there a better labeling/ordering system we can implement? Will Mirador 4 allow us to efficiently re-order annotations without re-creating them?

(As we consider this, Adam and Anna will need to think about best practices for writing new annotations for existing editions. What if someone has cited an existing annotation? One option would be to number new annotations by continuing the numbering system, even if the later annotation numbers are for elements earlier on the page. Let's discuss.)
