My ServerToolsConfig.xml has that parameter set like this:
<Tool Name="Dropped_Bag_Protection" Enable="True" Friend_Access="True" />
We tested this with a friend, it looks it it working opposite. When we are allied, he isn't able to open my death bag - ServerTools gives a protection message. When I remove him from ally - he can open and loot my bag without any troubles.
