Workflows are not supported for free tier. Need to add variables to projects individually.

This will be a matter of adding another example yml file for CircleCI (without workflows) and mentioning the differences in the docs.

Setting variables at the repo level can be used with or without workflow support in CircleCI. Setting global org variables ("contexts") is only supported with workflows.
