Create Web-Service API

with the reload servlet, we could also do a lot of other stuff:

• list libraries/mirrors/resources
• add a library/mirror/resource
• remove a library/mirror/resource
• disable handling of a library/mirror/resource
• change the mirror distribution algorithm (round robin, random, etc.)
• enable/disable request-tracking/counting
  • enable/disable whole library
  • save new config file to WEB-INF folder
  • download config file
  • store config file somewhere else
