Use x64 version of desktop msbuild if process arch is amd64

Follow-up to #7531

I looked at a few binlogs from a desktop msbuild invocation today and was surprised that we still launch the x86 version of msbuild.exe by default.

Not sure if there's also an arm64 subfolder? That should probably be used if the arch is arm64. Maybe there's a more robust system to detect the msbuild.exe to use?
