2. Install VS 17.13.6
3. Install Docker Desktop

REPRO STEPS

1. Open VS, clone the aspire-samples repository and open DatabaseMigrations.sln
2. Checkout to update-to-9.2 branch
3. Build and F5
4. Restart the 'sqlserver' container

ACTUAL
The state of db1 remains in a Running(Unhealthy) state
