Update uninstall documentation for Win

According to changes of issue #847, the uninstall documentation for Windows in HowTo section needs to be updated

The instruction could be left as some manual directions to uninstall the DevProxy CA certificate.

Important

Take into account that there are two folders (not only /Personal/Certificates) that have the Dev Proxy CA certificate:
Personal and Trusted Root Certification Authorities
