Add search to SettingsPanel

Background

SettingsPanel is one long scrolling page. Hard to find a specific setting like "blacklist" without scrolling. A search box would filter visible sections.

Acceptance

• Search input at top of SettingsPanel (sticky)
• Typing filters which sections are visible
• Highlight matched keywords using <mark> tag
• Cmd+F shortcut focuses search
