I noticed that the past_invest_subsidy_total is included in net_governement_revenue but not included in the net_pol_cost_to_egus or net_pol_cost_to_storage. It seems like this should be included but I haven't dug into it much yet. Not consequential in current runs because past_invest_subsidy_total = 0
