The retail price results formula should include the full cost of these policies, including any costs associated with the imported power, but the policy mods are not setup correctly to allocate the costs of imported emissions to specific areas. Since the branch and dc_line tables do not have area columns, the costs must be allocated to the corresponding import bus and a results formula set up in the bus table. Once that is done, the term can be added to the retail price result formula.
