Improvement: Quality improvements

Need to increate the quality of the time module. For that several actions needs to be done:

• Need to clarify, how the SCORE supports and support it in the module (cretae the CI workflow)
• fix the SCA issues (from previous task) in each component (the actual issue level to be fixed - tbd, no need to fix everything)
• encrease the coverage value at least up to 90%/90%.
• support the clang-tidy verification
