This also updates the (transitive) dependency on cpufeatures to 0.3.0 which makes it compatible with more recent versions of other Rust crates.
Updated deps to latest versions, which include bug fixes and new features.

Updated dependencies of the symphony crate to more recent versions.
Also updated the uProtocol Target Provider to use the most recent versions of uProtocol crates.
