Using the `Do Action` creation tool on a `Stateusage` graphical node does not reveal the compartment `perform actions` if it is hidden

Steps to reproduce

1. In a General View diagram, create a State
2. Make sure perform actions compartment is hidden
3. Use the tool to create a New Do Action
4. Choose to select a reference or not is the selection dialog, then confirm

Expected behavior

The Do action is created, the compartment perform actions is revealed, and the Do action is visible in that compartment

Actual behavior

The Do action is created, but the compartment remains hidden

After a small analysis, the service DiagramMutationCompartmentService#revealCompartment finds two compartmentNodeCandidates.
Both are perform actions compartments.

I tried to force the service to reveal either the first or the second.
For one of the two, the compartment is revealed.
