Allow users to save treasury simulation scenarios and restore them later.

Scope

• Persist scenario name, assumptions, and allocation inputs.
• Add restore and delete actions.
• Handle duplicate scenario names cleanly.

Acceptance Criteria

• Users can save a scenario and load it after refreshing the page.
• Saved scenarios remain isolated from active edits until restored.
