Server getting started

Hey Evan,
if you don't mind a couple of questions:

1. Would you mind sharing a minimal getting started to run the server?
   I would like to know how you list devices to set this TEST_DEVICE value.

2. What is the mechanism behind this config what will start the server with the test_blueprint and will return TODOs on http://127.0.0.1:5000/bluetooth/list-devices?
