feat: add dynamic map renderer and Genie cross-reference commands

Add Cairo-based dynamic map renderer (ZoneResolver, LayoutEngine) and
Genie cross-database commands (;map genie, ;map g<zone>:<node>) to the
ElanthiaMap v2.0.0 architecture.
