What is the limit for applications and workspaces in the dock?

If a user places multiple applications in the dock or opens multiple workspaces, there comes a point where it becomes impossible to move the windows to a new workspace.

Even though it's an exaggerated context, this is something that can hinder the user experience.

On macOS, the dock dynamically shrinks as new applications are opened.
