Test Dataloader on foreign device

The dataloader needs to be tested with data on another I/O device (i.e. GPU) so make sure the address referencing works for things like indices.

So far with training on GPU, I've been letting the Dataloader do its simulation on CPU then throwing the batch to GPU before feedforward and backprop. Are you considering putting the downsampled spectra on-GPU and doing the simulation there? It might be significantly faster.
